为什么这么译？来源于因为英语里有个说法：Nobody wanted to quit while the fish were biting. 鱼正咬钩的时候哪儿有人愿意停手。
其实不是用得特别普遍但是你这么说大家都知道什么意思。
用在这里，准确意思是when it is time to play,正是（孩子）该玩的时候。
这个是我在网上查到的官方解释=。=但是我相信这种用法其实不普遍，可能是这个演讲者演讲时的特殊语境或者结合他自己的经历来讲的，所以这么说。脱离了当时的语境看就很难理解了。
所以我觉得你自己在写作或说话时，不要用这个说法。
我曾经拼命地试图向我的学生解释：年少时，我并不是他们所想那种书本、作业狂热份子。相反，我讨厌义务教育。我非常赞同having to go to school while the fish were biting的主张。
while the fish were biting这一句貌似是俚语，结合上下文，我觉得应该是时间很短或者频率很低的意思。
那么这个“主张” 应该是“缩短上学时间”的意思。
could +否定词+形容词 表示肯定的意思，本文是指 不能再多赞同一点了，即非常赞同。
我已经拼命地尝试向我的学生解释，他们对我的印象：一个在青春期时对书籍和家庭作业无比狂热的形象是很不准确的。相反地，我非常不赞成强制性的教育，我永远都不能接受当孩子们还应该玩乐时却不得不去上学的做法。
