H-4 visa holders are not eligible to get a Social Security Number and cannot be employed, but they can hold a driver's license, open bank accounts, and get an Individual Taxpayer Identification Number for US tax purposes.
Family members may alternatively be admitted in other non-immigrant categories for which they qualify, such as the F-1 category for children or spouses who will be students or the H-1B category for a spouse whose employer has also obtained approval of an H-1B visa petition to employ the spouse. An H-4 visa holder is admitted to the US for the duration of the primary (H-1B, H-2A, H-2B, or H-3) visa validity.[1]
Since H-4 visa holders are not issued a social security number, an ITIN (Individual tax identification number) should be obtained before filing for joint tax returns by filing Form W-7. They are not authorized to work in the United States, though they are allowed to study.

If the H-1B is eligible and applies for an extension of stay, the H-4 dependent may also apply for an extension by filing Form I-539 with the USCIS. This form can be filed concurrently with the H-1B's extension or separately, as long as it is before the expiration of H-4 status.

你的情况，像你说的申请H1B的希望很渺茫。虽说从2015年5月26日开始一部分H4签证持有人可以合法工作，但所谓的一部分H4签证持有人，是指H1B持有人申请绿卡已经到了I-140表格通过的阶段（快的话也要拿H1B后一两年才能通过），或者持有H1B签证已经到了6年后的延期阶段，这样的人的H4配偶才可以工作，所以你也不符合条件。
那就只能读书。国内申F1的话需要提前很久开始申请，到美国再以H4身份读书然后转F1身份也是可以的，而且时间上不需要提前那么久申请。不过不管在哪儿申请，学校都会要求提供语言证明，考托福之类的。
假设一切顺利，你以F1身份顺利毕业，要在毕业前申请工作许可，如果毕业三个月内找到雇主，就可以以F1身份在美国合法工作1~3年（不同专业给的时间不一样）。有1~3次机会可以在每年4月参加H1B抽签（完全随机）。每年有8.5万个H1B名额，其中2.5万个是给硕士的。2015年的数据是23万人参加了抽签，抢这8.5万个名额，其中70%被印度人抽走了。
不过我觉得你毕业的时候可以象征性的去抽一次，抽中了很棒，没抽中，那时候你老公的I-140也差不多了，H4身份也可以工作了，你再把身份调整回来也可以。
