1、recommend的基本意思是“推荐,介绍”，指有意识地向某人介绍某人或某物的详细情况，其优点，侧重“使…感到可取”，即某种性质、特征等看来可爱、令人满意或受欢迎。一般用作及物动词，接名词或代词作宾语。也可接双宾语，其间接宾语可转化为介词to的宾语。
2、recommend还可作“劝告”解，指劝告或建议某人做某事，作此解时，常用动名词或that从句作宾语，从句中的谓语动词要用虚拟语气，还可接以动词不定式充当补足语的复合宾语。
3、表示“把…作为…推荐”时, recommend可接以as短语充当补足语的复合宾语。
4、recommend可用于被动结构。

任何的近义词，都要考虑到它原始最基本的意思
我的意见是：练习题的意见更好，用to be只能说语法上没有错误，但语义就不对了；recommend+名词 和as连用的
